She will have to put a semi-permanent color ( 5 to 10 vol developer) over it. Pick a color one shade lighter than her natural and put it all over her head.You can go up to 2 shades lighter if she still wants highlights. Her natural color will not process the color, because the developer will not be strong enough to lift anything. Semi- permanent color will stain the highlighted hair and will wash down slowly. Depending on how light she took her natural hair and what her natural hair color is you may want to get a color that is warm which will add gold . STAY away from ash colors, they will add green tones. ( ash tones cancels red tones)

I wouldn't do anything else at home in risk of making the problem worse. I would go straight to a salon where the stylist knows exactly what to do to get the look your daughter wants. Just to be careful, I wouldn't do anything else at home.

don't be cheap. This is her looks. Get her to a good colorist.
Put in a toner to darken it up some.
