I have bleach blond highlights on top of dark brown hair. How can I achieve blond hair without bleaching it?

If you have dark brown hair, there is no way to get blonde hair without bleaching. Any time you are going to lighten your hair, that is bleaching. Even if done by the sun, that is bleaching. By definition, bleaching is to remove colour.

Since you already have some of your hair lighter, it's a bit tricky to get the rest of it evenly blonde. The problem is that you will be bleaching hair that is already bleached. The double whammy on that hair may be too much, and it simply will dissolve away, or become so dry and brittle that it will just break off when you bend it.

My advice would be to consult with a professional hair colourist who does this kind of work all the time. They have products, and the skill, to achieve what you want. They will be able to safely lighten your hair colour to an appropriate shade that will work with your complexion. Don't take a chance by doing it yourself.
